I build local websites with a few things in mind. First thing I look for is where my site is hosted so I can check out what kind of (CMS) Content Management System is offered. I can build local websites using various builders however when I'm building a site for a local client, I like to teach them to take over so they can make updates to their own sites keeping their maintenance costs little to nothing.
Second, most site builders come with some form of Blogging platform. I think a blog is very important for local business as it is always new and fresh content that gets updated regularly for the search engines as well as keep your readers and customers informed on new products and info. Most business sites are using a blogging platform as their main page, Its engaging to users and being the main page it is updated frequently.

Using an easy Website builder you can feel confident handing the site over to your clients. there are so many features it ridiculous. On page SEO is simple and they allow you to add keywords and descriptions, Pictures have alt-image tags and a host of other features to add a great user experience. I host this site on Weebly servers. I like it so much I have become an Affiliate for them.
